Human security is a fundamental human right and should take precedence over regimes and sovereigns. Constitutions are a broad and generalized order issued by the people and intended to ensure human security, including "personal safety." Safeguarding these rights is the most urgent obligation of all constitutional guarantors. In addition, constitutions should be amended as needed to stay abreast of the times and ensure the government will protect the liberty of the people and keep them free from fear. See the Charter for Permanent Peace and Development.
