Russian senators escape punishment for absenteeism

According to amendments to the Russian Constitution made in November, members of the Duma who miss sessions without a valid reason will have their salaries docked 1/6. Members of various political parties get around this penalty by offering all sorts of contrived excuses
Attendance at meetings is a serious duty for all members of the Duma, and in addition to garnishing their salary for absences, members who attend less than 2/3 of scheduled meetings for three months in a row should automatically lose all rights.
