Local administrative resources are becoming seriously involved in elections in Russia, and human rights commissioner Atiyah Moskalkova has proposed amendments to election regulations to ban current governors from taking part in subsequent races
The biggest problem in Russia's elections is involvement of the executive branch in elections. The solution for this problem is the creation of an independent National Action Committee on Human Rights and Civil Rights. Governors will serve one term of 5 years and cannot run again for 6 years after stepping down. Elections shall be free of charge for all candidates.
