Who should control Members of the Legislature?
The voters should control their legislative representatives. The local advisory system is only a small part of the electorate and is not sufficient to monitor the Duma on behalf of the electorate. Civil society and democratic institutions should not be confused.
In order to ensure responses to rapidly changing domestic and foreign environments and to put in place a democratic mechanism to control the members of the legislative body, Russia must carry out constitutional reform. 1/4 of all representatives should have to face election each year in order to maintain a link between local public opinion and the international situation, and elections should be free of charge for candidates.
