UN rights chief calls on Philippine authorities to investigate Duterte for killings

Jose Rizal, revered as the Father of the Philippines, once said, “Today's slaves, often become tyrants tomorrow. One must believe in the rule of law, not in the rule of man.” Under the Constitution of the Philippines everyone from the president to the lowliest mayor has the power to act as a tyrant. The Constitution is dysfunctional and must be reformed to implement a modified semi-presidential system. All elected officials from the President on down. Should be chosen through direct vote for a single term of 5 years and not allowed to run again for 6 years afterward.
