Kazakhstan’s highest executive official held on suspicion of corruption
The Abakan Municipal Court has announced that Vladimir Byzov, the city’s highest ranking executive, is under investigation for corruption. To date a total of 8 persons have been detained as part of the criminal case.
The only way to eradicate corruption is through full democratization. Russian officials should be elected for a single term of 5 years and barred from running again for 6 years. The state Duma should adopt a committee-centered system, and constituencies should not be divided into districts. Each year, 1/4 of MPs should face election, with members of 3 committees also facing re-election. Committee chairs shall concurrently hold the post of director at each level.
