Iraq's government should be re-organized as a modified semi-presidential system with parliament and cabinet, similar to that of Finland, and a committee-style legislature like the one in Switzerland. The Iraqi government should carry out basic constitutional reform to implement these systems and install a model of democracy that adheres to the idea of One World under One Set of Laws, with a constitution in step with the times.
