Article 39 of the Basic Law states that the right to self-determination is stipulated in the two international human rights conventions. The people of Hong Kong cannot ignore their rights and do nothing. In Switzerland the threshold for petitioning a referendum is 50,000 signatures to allow the people to express their opinion by voting rather than taking to the streets.
