The American people need to stand up and exercise their rights as true holders of sovereignty to carry out compete constitutional reform. The US version of democracy is far from perfect, and tools like separation of powers and checks and balances need to be strengthened and applied, and international law should be given precedence over domestic law. Term limits, frequent elections and free campaigns for candidates for office will also help to inject the people as a third force. For more, see the Charter for Permanent Peace and Development. §5.3
