Tasers are dangerous weapons that should be used only by people trained in their effects and risks. They should not be usedwith impunity by prison guards, especially against inmates who are handcuffed or unable to move. Such use is a violation of the rights of prisoners and anyone who abuses inmates should be held to account. All people must be protected against enforced disappearance, torture and other forms of abuse, and absolute law must take precedence over international law and the constitution.
