It is more important than ever to forge unity within Libya, the UN envoy for the country told the Security Council today, while he called on Libyan stakeholders to regain the optimism generated by the 2015 Political Agreement, which has faded and is being replaced by “frustration and disappointment.”
Libya needs to ditch its controversial system of government by implementing a modified semi-presidential system with cabinet and parliament like Finland’s. The legislative body should be a committee-style system similar to that of Switzerland. The prerequisite for permanent peace is global democratization. Libya needs to begin re-writing its constitution to effect a paradigm shift to democracy, adhering to the rule of law and making further amendments as needed to stay abreast of changing times.
