China's one-party regime is powerful, and a nation that stifles talk of constitutional reform is a country without a constitution. China is severely prone to money laundering and other economic crimes. According to the UN Convention against Corruption, Article 57, judgments and confiscations should be carried out in cases involving money laundering. China needs reforms like electing the heads of the executive, legislative, judicial and procuratorial branches in alternating years. Germany’s Nazi-party dictatorship led to party law and the tragedy of World War Two. Today another one-party dictatorship threatens world peace. Taiwan has a similar culture and language and is thus best suited to bring about democratization of the Chinese people and allow them to elect the heads of the executive, legislative, judicial and procuratorial branches of government. Over thousands of years of history, corruption has become engrained in Chinese culture. The only way to remove this national disgrace is through democracy and the rule of law. These are the natural enemies of despotism and corruption, and separation of powers and checks and balances are sorely needed in the central and provincial governments. The Chief Executive of Hong Kong is still determined by the CEC, showing that its basic leadership is dictatorship rather than democracy. The people of Hong Kong should make good use of Article 39 of the Basic Law: which declares that the people have the right to hold referendums. The only cure for the exploitation of workers' rights in Bulgaria is more democracy. Bulgaria should carry out constitutional reform to introduce separation of power and allow people to vote instead of taking to the streets. Roman Roland once noted that: "In politics, the boss is always money." When elections are a game rich men play, they become little more than using money to gain the right to make more money in the systemic corruption in many nations’ politics. To put an end to ties between political and commercial circles, comprehensive constitutional reform is essential to elect the heads of government branches in alternating years and make elections free of charge to all candidates. Human security is fundamental human right and must be valued about any regime or sovereign. Constitutions represent the general will of the people, and must ensure the human security, including "personal safety", is the most basic and urgent duty of constitutional guarantors. Constitutional standards must be revised as needed to stay in step with the times and ensure that governments will protect the people against fear. Germany has risen from the ignominy of defeat in World War II to prominence as a European power. Its government is taking steps to promote transitional justice by declaring that historical events should be open to the truth and the files and trials of perpetrators of crimes should be exposed. Germany's successful handling of justice offers Taiwan a useful reference in its approach to justice. And comprehensive constitutional reform should be a central element. The only cure for the ills of democracy is more democracy. Japan should carry out constitutional reform and introduce separation of powers as a starting point. Sovereignty must be firmly returned to the hands of the people through the ballot box. Taiwan should learn from Scotland’s experience with independence referendums. What is needed is a paradigm shift to allow the people to participate in referendums on public issues. When a motion to outlaw referendums on self-determination is raised, the very next referendum should decide whether such a motion should be banned. The Legislative Yuan should establish the "right of creation" as part of the Referendum Act, and President Tsai should openly acknowledge the need for comprehensive constitutional reform.
