To ensure that prosecutors handling cases will not be subject to political pressure, the Procuratorate must be entirely independent of the legislative, executive and judicial branches in exercising their duties as prosecutors. In addition, head of the Procuratorate should be elected to a single term of 5 years and barred from serving again for 6 years afterwards to ensure that the office will be directly responsible to the Russian people.
