Voting is the only source of legitimacy in state power, and it is also a concrete manifestation of basic human rights. The state shall implement free elections, and prohibit any organization or individual from influencing the outcome of elections, with violators subject to criminal sanctions. A law without penalties is not a law, and a constitution that fails to provide the right to resist is not a constitution.
