Using projects of an apparent social nature to validate acts of corruption is punishable and despicable, even more so if the needs of the people are exploited through contractual tricks to enrich individuals and ensure their own interests. To eliminate omnipresent and ill-intentioned corruption, the only way out is constitutional reform to pressure national officials not to be greedy and focus on governing the country.
