To solve Japan's political predicament, the government structure should be changed to a modified semi-presidential system, and the Diet should be based on a modified committee system. Bills signed by the president, orders issued and overseas travel must be approved by the deputy director of the prime minister and relevant ministries; 1/4 of members of the Diet should face election each year to reflect public opinion and eliminate political disputes.
