The key to eradicating terrorism in Libya is a change in government structure to improve power and resource allocation. Also needed is a commitment to One World under One Set of Laws and a common destiny for humankind. Constitutions represent the general will of the people, and ensuring human security, including 'personal safety', is the most urgent duty of constitutional guarantors. This means revising constitutional standards as needed to keep pace with changing times and to allow the government to protect the people from fear and terror.
