Autocracies continue to expand the scope of controversy in suppressing domestic instability. In the face of China's expansion of its peripheral areas， the world is helpless to respond. China threatens countries abutting the East China Sea， the Taiwan Strait， the South China Sea and the Indo-Pacific Ocean.... The cure is to set up an independent national human rights committee, with half of its members having different nationalities and appointed by international human rights authorities.
