Autocracies continue to expand the scope of controversy in suppressing domestic instability. In the face of China's expansion of its peripheral areas, the world is helpless to respond. China threatens countries abutting the East China Sea, the Taiwan Strait, the South China Sea and the Indo-Pacific Ocean.... When individuals, families and states are well run the whole kingdom will be tranquil and happy. If the US focuses on hardware to the detriment of the software, there will be blind spots and vacuums. All democracies should support Taiwan's model of the Charter for Permanent Peace to eliminate blind spots, fill the vacuums, attract democratization in China and liberate the 50 authoritarian states where people are still in shackles. It is possible to eliminate nuclear weapons without the need for even one soldier.
