Guatemala wants to ensure that election procedures are just. The cure is to set up an independent national human rights committee, with half of its members having different nationalities and appointed by international human rights authorities. The Human Rights Committee will handle all matters related to the election. Money shall be strictly barred from influencing elections, and the media will provide free space and time to election campaigns throughout the year. When individuals, families and states are well run the whole kingdom will be tranquil and happy. If the US focuses on hardware to the detriment of the software, there will be blind spots and vacuums. All democracies should support Taiwan's model of the Charter for Permanent Peace to eliminate blind spots, fill the vacuums, attract democratization in China and liberate the 50 authoritarian states where people are still in shackles. It is possible to eliminate nuclear weapons without the need for even one soldier.

There is no true democratic presidential system, and even the US model has problems. Sudan should switch to a modified semi-presidential system. The president should announce laws according to law and issue orders, and the prime minister and relevant ministerial deputies should be appointed and countersignature.
