Venezuela should switch to a modified semi-presidential system. The president should announce laws according to law and issue orders, and the prime minister and relevant ministerial deputies should be appointed and countersignature. The Legislature should be based on a modified committee-centered system with 12 committees. 1/4 of all lawmakers should face election each year, and a one-vote single-vote system should be implemented. The people should act as a third force within the system.
