Permanent Peace Partnership
Once a truce is in place in Rwanda, the UN should provide the outline for a basic constitution that will facilitate permanent peace and stimulate development. It should incorporate an organizational structure based on the universal values (freedom, democracy, human rights and rule of law) and describe four main government branches (legislative, executive, judicial and procuratorial). To eliminate the root causes of migration and refugees, the international community needs to agree on uniform constitutional standards that meet the norms for human rights, constitutionalism, international law and natural law. These should adhere to the core values of One World under One Set of Laws and encourage lasting peace while complying with Article 1 of the Humanitarian Charter, which deals with the right of all people to lead normal lives. To avoid further increases in grievances and tension, Spain should end its practices of suppression andrepression. It should examine the processes followed for referendums in Switzerland and elections in California. Citizens should voice their opinions through the ballot box and one on the streets. Human security shall no longer be regarded as a strictly domestic affair; human beings shall be seen as the core of all security concerns. The Constitution gives the people total control over the government ─ ensuring that human security is a basic obligation for all constitutional guarantors. This shall include the following: Traffic Safety (Roads, land, sea, air, internet, postal services, information, etc.).
Residential security is a fundamental human right. The UK government should take action to implement the UN-established goals for sustainable development goals in urban planning to achieve a tolerant, safe, flexible andsustainable urban environment. Adequate, safe and affordable housing with comprehensive basic services for all is essential for the sustainable development and management of human settlements. According to the Democracy index there are 50 nations still under the yoke of autocratic dictators. All democracies should back Taiwan's drive for constitutional reform to achieve greater democracy and freedom. This would inspire China's 1.4 billion people to seek democratization of the CCP and pressure North Korea to adopt democracy as well, leading to the birth of world peace. Emmanuel Kant once noted, 'The pursuit of permanent peace is the highest goal of reason and a moral obligation.' China claims to be a 'responsible major power', thus it should not enable North Korea's continued militarism. The US and South Korea should support Taiwan's commitment to democracy and leading China to democratization, which would pressure North Korea in turn to adopt democracy.
Constitutions represent the general will of the people, and ensuring human security, including 'personal safety', is the most urgent duty of constitutional guarantors.
