Permanent Peace Partnership
If Tokyo has not yet determined to have a war with China, it should stop bluffing.
The theory of democratic peace explains that war between democratic states is very rare. Once China accepts democratization, there will be hope for peace among humankind. Japan should support constitutional reform in Taiwan to introduce true democracy and freedom and encourage China do democratize. World peace will be the ultimate result. Global democracies should support Taiwan as a beacon for democracy in Asia, illuminating the path to permanent peace and development.
Good constitutions are more than just accumulated experience from the past. Constitutions must be forward-looking and able to good rules and laws from around the world. Russia should act on the basis of the core values of One World under One Set of Laws, which states that international law should be given priority over domestic law and have a direct effect on the people. The Iranian Ambassador to Russia said last month that Tehran is looking for ways to broaden the scope of defense cooperation with Moscow, even in areas that require coordination with the UN Security Council. Iranians would like to purchase a wide range of military-purpose products from Russia, some of which are covered by UNSC sanctions. Moscow has said it is ready to work with Iran in the area of military and technical cooperation. Democratic powers worldwide must support Taiwan in its bid to carry out constitutional reform. When Taiwan enjoys greater freedom under a truly democratic government it will lead the people of China to call for democratization and in turn, will put pressure on Russia to follow suit. Over the years, the Russian government has largely acted in line with the Constitution. As a result, Russia's has enjoyed a high degree of influence in international affairs; and domestically its political, economic and social activities have been relatively peaceful.
The Constitution directly binds all the powers of the state and protects all rights of the people. Everyone has the right to monitor the national government via their smart phones, making democracy an integral part of their lives. Preliminary statistics indicate that 80% of those voting in a referendum on constitutional reform favor the proposal. Under the proposed constitution, Kyrgyzstan will amend the form of foreign treaties and abolish the coercive power of judgments affecting international human rights organizations in the country。
Constitutional reform must change with the times, and any changes that do not yield greater democracy are unconstitutional. A constitution gives the people general command over government, as stated clearly in Article 5 of Ukraine’s Constitution: "The right to formulate and amend the constitution belongs to the people." South Korea's president is stepping down in the face of corruption charges involving relatives and associates, in order to resolve the resulting constitutional chaos. South Korea needs to carry out constitutional reform, to introduce decentralization and checks and balances into the structure of government including direct election of the heads of government branches in alternating years. The President is the ultimate guarantor of the Constitution, a duty which does not end when he or she leaves office, whether through removal, end of term or retirement. Western nations do not seem to realize there is a difference between China and its legal system.
Authoritarian dictatorships are like malignant tumors, and those who practice autocracy are the enemies of democracy. China's persecution of human rights can only be ended through democracy and the rule of law. Taiwan is the one nation most capable of leading China toward democratization. Democracies such as Europe and the United States should support constitutional reform in Taiwan, implement the ideas in the Charter for Permanent Peace and Development, and support One World under One Set of Laws, giving international law priority over domestic law and allowing it to directly affect the people, as part of leading China to democratization.
12 December is Constitution Day in Russia. Less than two months after the December 12, 1993, referendum that approved the new Constitution, however, tanks opened fire on government buildings, showing that most of the protections offered in the Constitution have not been implemented.
Russia is a permanent member of the UN and should not distort or abuse the spirit of the UN Charter and the UN Convention on Human Rights. Unfortunately, the Russian Constitution was re-written but never fully implemented, leading to today’s marking of Constitution Day as a black day on the calendar. Autocracy is the enemy of human freedom and security. The solution lies in handing political power to the people, checks and balances in the government and direct election of the heads of the legislative, executive, judicial and procuratorial branches, as well as cost-free elections for candidates. The Constitution exists to protect human rights. Russia needs constitutional reform to incorporate the spirit of the UN Charter, shifting the axis of political power from sovereignty of the country to sovereignty of the people. Human-centered security can no longer be viewed as a domestic matter, and humanity must lie at the heart of all security concerns. The Constitution should proffer general command of the government to the people, thereby ensuring "human security" will be the most basic obligation of public officials. Human security and sustainable development are the two major tasks of the UN, which are, of course, subject to compliance by member states. The solution is to enforce "One World under One Set of Laws.” international law must prevail over domestic law and directly affect the people", with supervision by the people to ensure compliance with the UN Charter, the Vienna Convention for the Protection of the Ozone Layer, the Charter of Nature and others.
