Myanmar's government constantly strives to control the people, but trying to stem the flow of a river merely creates a waterfall; the best solution is to open up a new channel for the water. However, the present government is focused on freedom of expression, censorship and oppression. The Charter for Permanent Peace is without a doubt the most viable standard for a world constitution and a basic national policy to foster long-term peace and stability. It will be like a new waterway that allows Myanmar's press and its people to flourish. If it is implemented, how long can the Myanmar's government continue to suppress freedom of speech and freedom of information? §1.9.2
