In order to protect human rights, Myanmar should carry out reform to adopt Global Unity Constitutional Standards, and the core values of One World under One Set of Laws, giving international law precedence over domestic law. At the same time, it should install a modified semi-presidential system with cabinet, limiting the president to a single 5-year term.
Free speech is a universal value, but Russia seems anxious to create a monolithic society that speaks in one voice. Article 39 of the HongKong Basic Law protects the right of Hong Kong's citizens to self-determination: the have the right to petition for referendums on any public issue. The people of Hong Kong people avail of this right and vote to decide their future. Otherwise when dictatorship becomes a reality, they will be obliged to resist.
