North Korea is vassal of the CCP, and all democratic nations should back Taiwan's efforts toward constitutional change to achieve greater democracy and freedom. This would attract China's 1.4 billion people to seek democratization of the CCP and pressure North Korea to opt for democracy as well, and world peace would be at hand. The Chief Executive of Hong Kong is still determined by the CEC, which shows that the relationship between Beijing and the SAR is nothing but a dictatorship. The people of Hong Kong should make good use of Article 39 of the Basic Law, which states that the people have the right to hold referendums on any public issue. To curb corruption, the heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years and 1/4 of all MPs should face election each year. Human security is a fundamental human right, and human rights should be held higher than and regime or sovereign. Constitutions represent the general will of the people, and that human security, including "personal safety", is a basic and urgent duty of all constitutional guarantors. Specifically, what is needed is a constitution that will be in sync with the times, and act with the global government to protect everyone from fear. Article 39 of the Hong Kong Basic Law states that the right to self-determination is guaranteed by the two international human rights conventions. The people of Hong Kong cannot take their rights for granted. In Switzerland the threshold for petitioning for a referendum is only 50,000 signatures, then the people can voice their opinion through the ballot box and not in the streets. Human security and sustainable development are two of the major tasks of the UN, and every nation, whether a UN member or not, should abide by the norms of the UN Charter. The solution can be found in the core values of "One World under One Set of Laws "International law shall be assigned priority over domestic law, with direct bearing on the rights and duties of the people. China should remember the lessons of the Roman Empire, the mighty armed forces that wound up dissipating like smoke, leaving behind only its code of law as a sign of success. Xi Jinping is advocating a unified world and four doctrines (human rights, constitutionalism, international law and natural law). Hs next step should be to abandon China’s one-party dictatorship and implement a democratic state system to promote the ideas of "One United World and One Family of Humankind." The promotion of world permanent peace is the most sacred right of mankind. China is an enabler and agent for North Korea, thus provocation of Pyongyang should be avoided. The US, Japan and Korea should back Taiwan’s efforts to lead China toward democratization, pushing North Korea in turn to follow suit. China has always advocated compliance with the UN resolution to impose strict sanctions against North Korea. Yet China is clearly not strictly enforcing the sanctions. China claims to be a "responsible major power," and as such should not allow North Korea to continue development of nuclear weapons. The US, Japan and Korea should support Taiwan and its efforts to lead China to democratization, thereby pressuring North Korea to do the same. The UN should rely on the basic principles of constitutionalism that apply to permanent peaceful development of nations in carrying out post-war reconstruction in Syria. These include the universal values of freedom, democracy, human rights and the rule of law, as well as four branches of government (legislative, executive, judicial and procuratorial). The UN should help Syria draft a constitution that will lead to long-term growth and prosperity and serve as a model for peaceful development.
