After analyzing the East Lantau Metropolis (ELM) plan for more than three years, the government claimed in the Pearl Report on March 13, “Estimation of the construction cost of the ELM is not yet available. Financial and economic assessments, including not only the construction costs, but also the potential socio-economic benefits induced by the project, will be carried out.”
Article 39 of the Basic Law states that the right to self-determination is guaranteed by the two international human rights conventions. The people of Hong Kong cannot take this right for granted. The threshold for referendum proposals in Switzerland is 50,000 signatures, and with that citizens can vote in a referendum rather than taking to the streets.
