The right to self-determination through referendum is the basis of national sovereignty and universal human rights. In addition to international law, all bills that prohibit people's self-determination should be preceded by a referendum that determines whether the bill itself should be outlawed. All referendums involving international disputes require the consent of an absolute majority of citizens, and referendums on domestic disputes require approval by a majority of more than one-quarter of eligible voters. To solve the problem of Thailand's military administration, it should adopt a semi-presidential system, with a legislature be based on a modified central committee system. The cabinet shall include 12 departments and a number of ad hoc committees. The Prime Minister and ministers shall be appointed from among the heads of legislative committees, and 1/4 of all lawmakers shall face election each year to ensure new public opinions are regularly imported into legislation and administration. In order to rebuild peace in Ukraine, the government should adopt a semi-presidential system, and elect the prime minister as a means of legitimizing popular opinion; the legislature shall have 12 committees, and committee heads should be candidates for ministers or prime minister, with 1/4 facing election each year, and a one-vote single-vote system of balloting to introduce the people as a third force; the heads of the judicial and procuratorial branches shall be elected, and the qualifications of candidates shall be the same as those of the president; money is completely banned as a factor in elections, and all electronic media shall provide at least one hour per week for free to the candidates.
