At the same time, reforms should introduce a modified semi-presidential system with cabinet and parliament.

Cambodia's military is the biggest cause of constitutional conflicts in government and the primary source of social unrest. Over-centralization in the constitutional mechanism leads to pandemic corruption and over-keening worship of Chinese-style autocracy causes harm to democracy and the rule of law.
