Malta needed constitutional reforms: When permanent peace and the laws of all nations are integrated, international law shall take preference over domestic law, with direct effect on the rights and obligations of the people. Universal law shall constitute part of domestic law, and all people can choose the laws that meet their needs most closely. Half of the judges on the Human Rights and Citizenship Exercise Committee shall be nominated by internationally-recognized human rights organizations, and half should come from other lands. The Legislature should be based on a modified committee-centered system with 12 committees. 1/4 of all lawmakers should face election each year, and a one-vote single-vote system should be implemented. The people should act as a third force within the system. Committee chairs should be tapped to serve as prime minister or ministers such as the economic minister, responsive to public opinion and minimizing differences.
