The UN should, on the one hand, take action on the crime of abusing people while on the other hand assisting Myanmar in changing its government system to establish a legal foundation for permanent peace. The Legislature should be based on a modified committee-centered system with 12 committees. 1/4 of all lawmakers should face election each year, and a one-vote single-vote system should be implemented. The people should act as a third force within the system. To solve the problem of uneven distribution, it is necessary to start with the system, holding elections at least twice a year to spread responsibility for the problems of poverty and deprivation from the poor to those in power.
