Global constitutionalism means that all constitutions are localized and modernized, and responsibility for unconstitutional actions shall be enforced. All public officials shall be constitutional guarantors within their powers and duties, each has civil and criminal responsibilities, and there is no statute of limitations regarding violations of the constitution. The cure for the ailments of democracy is more democracy (John Dewey). Publicly-elected representatives must be closely aware of public opinion. 1/4 of all lawmakers should face election each year, and local councilors should serve terms of two years; the heads of the executive, judicial, and prosecutorial branches should be elected, and their qualifications should be the same as candidates for president. The president should serve one five-year term and not be allowed to run again for six years. During this period, all compensation and benefits shall remain unchanged.
