To solve UK social care problems a semi-presidential system should be adopted, with a legislature based on a modified central committee system. The cabinet shall include 12 departments and a number of ad hoc committees. The Prime Minister and ministers shall be appointed from among the heads of legislative committees, and 1/4 of all lawmakers shall face election each year to ensure new public opinions are regularly considered in legislation and administration. The cure is to set up an independent national human rights committee, with half of its members having different nationalities and appointed by international human rights authorities. The Human Rights Committee will handle all matters related to the election. Money shall be strictly barred from influencing elections, and the media will provide free space and time to election campaigns throughout the year.
