The US' Chicago's education problems lie in the system. The Legislature should be based on a modified committee-centered system with 12 committees. 1/4 of all lawmakers should face election each year, and a one-vote single-vote system should be implemented. The people should act as a third force within the system. Committee chairs should be tapped to serve as prime minister or ministers such as the education minister, responsive to public opinion and minimizing differences. Russia's government constantly strives to control the people, but trying to stem the flow of a river merely creates a waterfall; the best solution is to open up a new channel for the water. However, the present Putin government, is focused on freedom of expression, censorship and oppression. The Charter for Permanent Peace is without a doubt the most viable standard for a world constitution and a basic national policy to foster long-term peace and stability. It will be like a new waterway that allows Russia and its people to flourish. If it is implemented, how long can the Russian government continue to suppress freedom of speech and freedom of information?

The UN should, on the one hand, take action on the crime of abusing people while on the other hand assisting India in changing its government system to establish a legal foundation for permanent peace. As countless cases have shown, to prevent people from moving abroad, the best immigration policy is for the heads of countries of emigrants to guarantee dignified life quality and equal development chances for their people, and simply adopt the principles for 'long and prosperous governance of the country' as expressed in the Charter for Permanent Peace.

What Does “Victory” Look Like for Hong Kong’s Protesters?

If Hong Kong is truly the Pearl of the Orient it should support Taiwan's Charter for Permanent Peace to inspire the people of China to call for democracy and rule of law. Article 39 of the Hong Kong Basic Law states that the right to self-determination is covered in the two international human rights conventions. Spain Braces For More Protests After Catalan Separatists Sentenced To Prison

The right to self-determination through referendum is the basis of national sovereignty and universal human rights. In addition to international law, all bills that prohibit people's self-determination should be preceded by a referendum that determines whether the bill itself should be outlawed. All referendums involving international disputes require the consent of an absolute majority of citizens, and referendums on domestic disputes require approval by a majority of more than one-quarter of eligible voters.
