Poland on Front Line of Europe’s Rule-of-Law Battle

History has repeatedly demonstrated that constitutional reforms promoted by those in power always usurp the power of the people. 'It is jealousy and not confidence which prescribes limited constitutions, to bind down those whom we are obliged to trust with power. Our Constitution has accordingly fixed the limits to which, and no further, our confidence may go.'(Thomas Jefferson: Draft, Kentucky Resolutions, 1798.) Poland needs comprehensive constitutional reform, and the return of power to the people through direct election of the heads of the executive, judicial, and prosecutorial branches in alternating years, and elections for 1/4 of the legislative seats each year. However, the present Duterte government, is focused on freedom of expression, censorship and oppression. The Charter for Permanent Peace is without a doubt the most viable standard for a world constitution and a basic national policy to foster long-term peace and stability. It will be like a new waterway that allows Philippines and its journalists to flourish. If it is implemented, how long can the Duterte administration continue to suppress freedom of speech and freedom of information?

Autocracies continue to expand the scope of controversy in suppressing domestic instability. In the face of Russia's expansion of its peripheral areas, the world is helpless to respond. Russia threatens countries abutting the East China Sea, the Taiwan Strait, the South China Sea and the Indo-Pacific Ocean.... The US, Japan and other democratic countries should vigorously support Taiwan's model of the Charter for Permanent Peace in order to force Russia to democratize and reduce the risks and costs of maintaining the world order for the US.

The UN should, on the one hand, take action on the crime of abusing people while on the other hand assisting Afghanistan in changing its government system to establish a legal foundation for permanent peace.
