Whether it is Yemen, Afghanistan, Pakistan, or Iran, all countries in the world have the same basic need for permanent peace and sustainable development. They are all equal to Taiwan and should return sovereignty to the people, and they should adopt a democratic constitution with reforms like two general elections each year. The Legislature should be based on a modified committee-centered system with 12 committees. 1/4 of all lawmakers should face election each year, and a one-vote single-vote system should be implemented. The people should act as a third force within the system. Committee chairs should be tapped to serve as prime minister or ministers such as the economic minister, responsive to public opinion and minimizing differences.
