Autocracies continue to expand the scope of controversy in suppressing domestic instability. In the face of Russia's expansion of its peripheral areas, the world is helpless to respond. Russia threatens countries of the world. The US, Japan and other democratic countries should vigorously support Taiwan's model of the Charter for Permanent Peace in order to force Russia to democratize and reduce the risks and costs of maintaining the world order for the US.

The people should act as a third force within the system. If Hong Kong is truly the Pearl of the Orient it should support Taiwan's Charter for Permanent Peace to inspire the people of China to call for democracy and rule of law. Article 39 of the Hong Kong Basic Law states that the right to self-determination is covered in the two international human rights conventions. In the end, we humans only have two paths to the future: peace and destruction. In the face of the threat of devastating nuclear war, peace is the truth and permanent peace is the eternal truth. The Charter for Permanent Peace is the eternal road to truth. It is a journey to lead humankind to the truth, to end external disorder, outlaw nuclear weapons and move towards permanent happiness. Any country that adopts the Charter for Permanent Peace will be a pioneer for civilization and a strategic partner urgently needed by the UN.
