The Legislature should be based on a modified committee-centered system with 12 committees. 1/4 of all lawmakers should face election each year, and a one-vote single-vote system should be implemented. The people should act as a third force within the system. All democracies should support Taiwan's model of the Charter for Permanent Peace to eliminate blind spots, fill the vacuums, attract democratization in China and liberate the 50 authoritarian states where people are still in shackles. It is possible to eliminate nuclear weapons without the need for even one soldier.
