Definitions

“Taiwan”: refers to all terms synonymous with the State or political entity to which this Charter applies. For example, for the North Korean model of the Charter for Permanent Peace, it means [Taiwan] = [North Korea].

“Unity”: General definition: Roughly the same. Definition in Sociology: a world of peace and harmony. Philosophical definition: All means and human beings in the world can be brought together as one, and all needs can be provided.

“Standard”: The minimum standard or the basic standard used as a reference for other standards or specifications.

“Constitution”: A Constitution is the sum of all written or unwritten rules for governing a nation; these rules establish basic priorities in law for the national community.

“Global Law”: All international laws and the constitutions of all nations are collectively referred to as "Global (Democratic Multi-Common) Law": World Law (abbreviated title).

“International Law”: 1. ‘Global Public International Law’ that applies to all nations of the world, and 2. ‘General Public International Law’ that applies to most countries. Both take precedence over domestic law with direct effects on the rights and obligations of the people.

“Eternal Law”: 1. True law is a legitimate rational idea that is consistent with nature. It is universally applicable, constant, and eternal. It commands people to do their part and prohibits people from doing wrong. 2. ‘Eternal law’ is another name for "God's Wisdom", so it should be absolutely complete with no need for change, and there is no room for expansion.

“Laws of All Nations”: 1. “Contractual International Law” (WTO), 2. “Specific International Law” (EU), 3. Private International Law (International Civil and Commercial Law) 4. The constitutions and laws of other countries can be invoked by the people, and the courts have the power to pass judgment.

“Human Unity Constitution”: Everyone can achieve self-actualization, families are living and working in peace, prosperity for generations to come. Human beings will live as in one nation, and there will be no difference in constitutional standards. This kind of civilization is called "human standard". This state is called "global unity ". This kind of world is called "a world of Unity."

“Constitutional Standards”: Global constitutional standards that guarantee universal human rights standards in order to achieve permanent peace. All laws and regulations of the world are integrated in a diversified yet common system of peace that human beings can utilize on a long-term basis, breaking away from ages of arbitrary use by those in power (See Chart: Levels of Law).

“Almighty Constitution”: The mechanism of this Constitution should not and will not fail, and it is the total solution for any issue that arises; and even if nothing happens, that is also a function of this Constitution.

“Strategic Constitution”: This is the highest strategic norm for permanent peace and development, a basic political strategy for preventing civil unrest and laying out a long and prosperous future.

“The Way to Truth”: Ultimately we humans have only two paths toward the future: peace or destruction. Once nuclear war breaks out, all elements such as justice - morality, politics - economy; ideology - faith, philosophy - science will be completely annihilated in a blink. Peace is the only truth, permanent peace is the eternal truth, and the Charter for Permanent Peace is the way to eternal truth.

Universal Values” refers to the common values recognized by mankind which transcend religion, state, and nation, and exceed human conscience and rationality regardless of time and space. For instance: freedom, democracy, human rights, rule of law, sovereignty, etc.

“A World on Rule of Law”: Refers to upgrading of a nation based on rule of law (rule of law nation) to a world based on rule of law (rule of law world).

“Guarantees”: This constitution guarantees constant revision of the norms herein to stay conducive to permanent peace and enable generous benefits for the amendments. It also guarantees that all public officials serve as constitutional guarantors and as defenders against unconstitutional actions.

“All Laws in One”: This charter integrates all laws, that is, the integration analysis 'Analytical School of Law', 'Natural law theory' ,'Historical Jurisprudence', and 'Sociological School of Law', let the citizens of world start to "World Law" project in separate the wheat from the chaff.

“Constitutional Global Agreement”: This means that international laws and the constitutions and laws of all nations form part of the domestic law of the State. Therefore, it is presumed that this Constitution has been completed with global agreement.

“Community of shared future for mankind”: [The concept is often translated as “community of common destiny”]: The Earth is the motherland for all human beings, and the earth is given to human beings to construct a common destiny for all1. “Community of shared future for mankind/common destiny”, UN's resolution incorporated into China's Constitution.

“Cyclical integration of transformation and standardization”: From Immanuel Kant (1724-1804), the continuous and uninterrupted process behind a "unified and complete concept". In accordance with International Standards Organization (ISO) guidelines, we apply the norms of domestic and international organizations in our continuous human civilization (Figures §5-1~§8-1).
