Big officials who steal small amounts and little officials who steal large amounts are equally guilty of crimes. That is the consensus under rule of law. Romania's constitutional mechanism is in disarray, and Romania should rework its constitution to bring it in line with the times. The heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years, and 1/4 of all lawmakers should face election each year.
