Iraq’s government system needs to be switched out for a modified semi-presidential system with and cabinet like that found in Finland, and the legislative system should be changed to a committee-style structure similar to Switzerland’s. The Iraqi government should carry out comprehensive constitution reform to implement the above systems plus election of the heads of the executive, legislative, judicial and procuratorial branches in alternating years.
