On Thursday President Rodrigo Duterte appointed a career diplomat and a key player in steering the ASEAN agenda as the Philippines’ acting Foreign Secretary after the previous minister was forced to step down over his US citizenship.
The Philippines’ Foreign Minister hid his US citizenship and was suspended by Congress. The Philippine Constitution is dysfunctional and the rule of law is not in effect. This calls for constitutional reform to implement a modified semi-presidential system. The president, mayors and other officials should be limited to a single term of five years and barred from running again for 6 years afterwards. In addition, the heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years.
