The UN should provide Lebanese the outline for a basic constitution that will facilitate permanent peace in the nation and allow it to prosper. This should include an organizational structure incorporating the universal values of freedom, democracy, human rights and rule of law, and calling for election of the heads of the four branches (legislative, executive, judicial and procuratorial).
