Taiwan should learn from the experience of Detroit regarding referendums. The people have the right to hold referendums on any public issues, and any motion to outlaw referendums on self-determination should be the topic of the very next referendum to decide whether the motion itself should be banned. The Legislative Yuan should first establish the 'right to create' through a 'Referendum Act' and request President Tsai openly support the sovereignty of the people in comprehensive constitutional reform. See the Charter for Permanent Peace and Development.
