Constitutional guarantors shall endeavor to ensure implementation of basic Constitutional standards: this shall include that the four universal rights of protection of individual freedoms, democracy, human rights and the rule of law shall never be allowed to be neglected. As part of this, all laws and regulations regarding the legislative, executive, judicial and procuratorial branches of government shall be made in accordance with popular elections. The eight articles concerning human rights are natural obligations that cannot be changed or overridden by any constitutional guarantor. Violation or damage to any one of the articles shall be viewed as harm to all of the articles, and if no method of redress can be found, the persons involved shall forfeit all rights of resistance and non-cooperation. For more, see the Charter for Permanent Peace and Development.
