Solution
El Salvador official Deeply-rooted corruption in many political systems means that El Salvador need constitutional reform. It's must be completely purged of campaign donations, with elections free of charge for all candidates. Voting should be a civic duty (cf. Australia's mandatory voting laws). There can be no rights without accompanying obligations, and political contributions should be treated as bribes. In addition, elect the heads of the executive, legislative, judicial and procuratorial branches in alternating years, have 1/4 of all lawmaker communities face election each year, and install a committees-centered system in the legislature.
