More than 22 million Yemenis – nearly 80 per cent of the population - now require humanitarian aid and more than a third of those are at risk of famine, the UN has said.
Yemen needs to swap out its government structure for a modified semi-presidential system with cabinet like Finland's and a committee-style legislative system similar to theSwiss model. Yemen's government should draft a basic constitution with the above features in a paradigm shift toward democracy.
