Officials, especially those whose duties related to the interests of the public office, must constantly report to their superiors, or their government careers will soon be at an end
All public organizations and agencies must incorporate a checks and balances mechanism to minimize the potential for conflicts of interest. Civil servants should not be permitted to stay in one position for longer than three years to prevent the development of too close ties.
