The economic crisis and weakness of Russia’s states mean money must be handled by the federal government, lighting a fuse between governors and mayors in several areas
The prerequisite for equitable resource allocation is a balance of power. Dissatisfaction among regions over distribution must be resolved through constitutional reform to allow more people to vote in direct elections for the heads of the executive, legislative, judicial and prosecutorial branches as well as local mayors and magistrates, comptrollers and Auditor Generals.
