Proceeds from the repatriation of embezzled funds to the public treasury have not been used to eradicate the causes of corruption. Russian laws should stipulate that anyone who takes or accepts a bribe will be exempted from punishment if he or she confesses voluntarily and surrenders all funds involved. Informants in bribery cases may be eligible to receive up to half of the amount of the bribery. Constitutional reform is needed to choose the heads of government branches in direct elections, and elections should be free of charge for all candidates.
